The new mayor wants to shut it down. Rumors circulate that an undeserving young filmmaker continues to win every year despite better films facing off against him. The manager and a newspaper reporter for the Evans Grove Chronicle had promoted a Phantom existing behind the scenes at the festival over the years. In the past it was always harmless pranks, however this year the damage being done is expensive and threatens to make it impossible for The Bijou to host the film festival.While the damage builds, the investigators learn new skills to up their investigating abilities.
